SUMMARY: Under direction, is responsible for professional institutional operations managerial work of considerable difficulty; and performs related work as required.

DISTINGUISHING FEATURES: An employee in this class manages the security and treatment programs for one facility in a group comprised of two or three individual adult correctional facilities with a combined population of at least 1500 inmates. This class reports to and differs from Deputy Warden in that an incumbent of the latter assists in planning, administering, directing, and reviewing the security, treatment, and fiscal/administrative services support programs either for a group of adult correctional facilities comprised of two or three individual facilities with a combined population of at least 1500 inmates, for a single industrial or special need facility, or for a maximum security adult correctional facility that has not been grouped with other facilities.
 
 Examples of Duties and Responsibilities: 
1. Administers the day-to-day operations of security or treatment programs of an adult correctional facility; develops programs that meet the needs for the security and social development of inmates; enforces all applicable rules, regulations, and laws related to programs; establishes custody, security, and control measures; maintains institution reports and inmate records related to security and rehabilitative programs.

2. Directs the assignments of security or rehabilitation staff in an adult correctional institution; develops standard operating procedures for staff to follow; outlines work methods for subordinate employees; reviews all staff performance ratings to identify performance issues; identifies staff training needs to ensure training is obtained; coordinates work schedules; reviews staff reports for accuracy and completeness; makes recommendations regarding personnel decisions.

3. Evaluates security or rehabilitative programs in an adult correctional institution; ensures administrative and operational objectives are met; compares program results against objectives to determine if goals are met; reviews progress and activity reports to assess the effectiveness of operations; makes recommendations for program changes to improve issues.

4. Administers the operating budget for security or rehabilitative programs in an adult correctional institution; approves expenditures for supplies, equipment, travel, and general maintenance of equipment; prepares financial and activity reports to outline monies spent.

5. Directs and participates in the study of organization, operations, and services; makes recommendations for improvements affecting economy, efficiency, and quality of organization, operations, and services.

6. Performs difficult personal contact and liaison work, sometimes involving difficult negotiations; interacts with management and line supervisory staff, inmates with special needs, central office superiors, and support staff; performs important public contact and liaison work with other agencies.

7. Directs and participates in the preparation and maintenance of a large volume of standard records and reports necessary for proper accomplishment of the mission of the facility; prepares reports calling for special expertise.
 
 Minimum Qualifications: 
Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to five years of adult correctional work for an institution in one or a combination of the following: 1.) administering or managing a rehabilitative, security, or fiscal program; 2.) supervising staff who provide rehabilitative or security services; or 3.) training employees on skills or standards. At least two years of the above experience must include administering or managing a rehabilitative, security, or fiscal program, or supervising staff that provide rehabilitation or security.

Substitution of Experience for Education: Qualifying full-time adult correctional experience for an institution may substitute for the required education on a year-for-year basis, to a maximum of four years.

Substitution of Education for Experience: Additional graduate course work in a social or behavioral science, business administration, or any educational field may be substituted for the required experience, on a year-for-year basis to a maximum of one year, there being no substitution for the required two years administering or managing a rehabilitative, security, or fiscal program, or supervising staff who provide rehabilitation or security (i.e., 36 graduate quarter hours in one or a combination of the above listed fields may substitute for one year of the required experience).
